>> My name is Shirley Marino Davis and I'm
with Bernie United Methodist Church
Health Ministry. Uh we are partnering
this year with Vernon Methodist Church,
Twin Bla
police to do a summer camp program at
our church for six weeks. The everything
is in motion to handle that. Um we've
reached out to a lot of the community
churches which are on board to do this.
We reached out to um Vince Flo, Tim Long
to talk about the go fishing like
they've done for us in the past. Uh we
reached out to Vmont Library which
they're on board. A lot of the churches
are already on board. We have a
fundraiser that we would like to do with
the Burlington and we would like it to
be I asked for the date and we got it
approved. Now I'm just waiting for a
finalization for July 11th. We're going
to do a 250th anniversary for the
Burough Verona
to raise funds for the summer camp
program. Uh we are going to make all the
food for this. Uh the only people that
we're going to reach out to is people in
the community and anybody that wants to
be a part of it, but it will be here at
the Burrow of Rome on Railroad Avenue.
Yeah. So, uh, we're going to reach out
to, uh, different churches to provide
the music so nobody has to pay for
music. We're going to reach out to some
vendors and they will have to pay a fee
or maybe not. Sure. Uh we at Vernon
Methodist Church are going to provide
the strawberries,
we're going to provide the ice cream,
we're going to provide the cake, we will
set up our tents uh here along with the
tent that you already have for the
burrow. And at the end of that, I would
like to donate those two 20 foot tents
to the burrow so that they may continue
to do this strawberry festival every
year if it's goes well. Um, I'd like to
reach out to DNT. He
uh he would uh possibly bring the fire
truck down. The Lions Club is going to
be part of it. So, there's a lot of
people that's going to be part of it.
I'm sorry I haven't been able to put
together a a letter to give to each one
of you. Uh it was just so fast that uh
we come up with it just over the weekend
and I came down to the bur and asked for
the date and they said yes. So they'll
do it for Vernon Methodist Church
because we are a nonprofit

>> Okay. And so um then I would like
this is Rick Rosenberg who has been a
part of the joint various health
ministry for probably him and Bonnie
introduced me to each other. So that's
probably 18 years ago. So, um he just is
here to say how he would like to be part
of it also and he was a current uh
principal at Riverside High School in
Riverview High School in Oakar. So, and
I understand that him and uh our chief
des
have a
a friendship there.

>> I just have one quick question. When we
talked yesterday, Shirley, you said the
18th. Did you change?
>> We changed it to the 11th because of um
arrangements that I was not aware of.
>> So, I changed that with the office. So
the festival is July 11th.
>> July 11th.
>> Railroad Park.
>> And then the other one thing that I just
want to tell you briefly is that um Sing
is going to do the banner.
>> Oh, nice.
>> For us for to go across the 40 foot
front of the tent.
>> Very good.
>> And they're going to do it in red,
white, and blue. and then they're going
to uh put on there who is who it's
penalty and who are the people uh that
are mostly going to be with it which
will be to run a place uh the twin bars
health ministry and the lead will be run
United Methodist Church.

>> So just so the public is aware uh there
is a three minute u period for public
comment and when you hear the beeping
sound from the timer that means your
time is up. you have to wrap it up. I
surely didn't know that because she's
not a isn't a regular here. Uh the good
news is if you didn't get enough time to
get all your comments in, there's a
second period at the end of the meeting.
So, you actually get six minutes if you
need it.

Susie Davis, 537 Bridge Avenue. Um
couple question mainly for math. Um when
they p they tore off French street
coming off the vot I mean off the
boulevard and I know they didn't get the
pavement but right now we've got ruts
there coming off the boulevard onto
French street and when you go from
French street to seldom the ruts are bad
there we've got to get some cold patch
in there until Fino or whoever is going
to do the job and complete it while
they're doing it. Can we say about
getting the speed bumps put on bridge
and seldom?
>> Uh that information we pass along to me
today on providing cost to the barrel.
Um whenever seldom is not being paid
with it, they're more costly. Uh so
they're in the range of anywhere between
like8 and $10,000 each. So it's going to
have to be a budgetary discussion as
well.
>> That and with the accident that occurred
today on lower
bridge.
It took off the guide rail and it's not
a proper guide rail. It's the rope, the
wired one. It's not the metal one that
should be. Had the metal one been there
in a place, maybe the car wouldn't have
gone over the hills
and and now there's a big gaping hole
and there's no way for anybody coming
down
>> not to be aware if they're not familiar
with this area or know that this has
occurred today. They're going to pull
over thinking they got to let a car come
up and they're going to slide over the
hillside. So I think we should have the
work there blocking so that people aware
that there is no guide rail there. But
we need the guide rail not the guide
wire replace
and that and when they were waiting for
the tow truck to come and they blocked
off lower ridge which is fine. They
should have put a sign on first street
by the alley by the power plant saying
road closed ahead. Today while I was out
walking I saw numerous cars go down have
to turn around and come back up or one
guy went up the dead end street of
bridge he said why didn't somebody tell
me it was a dead end why wasn't there a
sign saying so relax

I think it's council has forgotten. I
just hope they bring up this uh update
on the uh
on the uh I forgot what I was going to
say now on the um
oh on the signage on on the uh someone
to operate the sign. Um I hope that um
the spring coming up while the
activities occurring. I think the sign
is very important to the community to
advertise upcoming events.
So I hope that's part of the discussion
tonight.

Seven. 7A. The first item on the agenda
for tonight is the Parks and Recreation
Board regarding this year's wrestling
event. Um, I don't see the president
present. I'm not sure if he's on Zoom.
Um, but in his absence, um, Council
Long, would you like to say anything?
>> Um, yes. Parks and Recreation
all voted unanimously for this year's
event, uh, Battle of Brow 8. They set a
date for September 12th. Um they moved
it back a little bit this year.
Um September
and it will be the same time. Gates open
at three bill times at 6. Um it's a new
company. They're called Bros and
Wrestling
going up. There's a lot I need to
approve.

>> Uh September 12th.
Okay. than three. The old line is six.
Yes.
>> Are there any questions from council?
>> Yeah. Um I was at that park right Jim. I
don't remember if you might have been I
thought I remembered that the cost of it
the check that we write it's going to be
the same case that we $2,000. It's good
between
>> they have different functions but
partial doing the whole event this year.
So the extra money will be for
concessions and ad.
>> Okay. So yeah, and I was trying to find
maybe we could talk later because I
wasn't sure which line in the budget
under parks and rack was the one that
>> it's actually uh
>> community events and there's a budget
line item of $10,000
>> under community events under parks and
>> no under Yeah, under
>> one of the function it's for community
was curious about because I 2000
wasn't sure
>> they're doing everything this year.
They'll be doing session
any advertisement. I believe they wanted
to be free to the public this year,

That way it' be a lot easier to open all
the gates and shut them.

7B, Civil Service Commission. You have
an update on the changes. I don't see
Mary present. Um, anyone else have that
update?
>> Jason said you were going to table it
till next meeting.
>> So, that's why she's not here.
>> Okay.
>> What I understand about that is that the
changes have been established.
>> Uh, yes. You should see in your uh the
updated civil service regulations, blue
is additions, red subtractions, and then
once you approve, there will be a clean
version of the civil service
regulations. These are just more in line
with other municipalities. That's all.
We're just trying to get with the 2020s
to get all the 90s. I
>> I think the idea is we don't have that
yet. It's not in here, but we will be
getting it. Uh and then we can there's
any questions or discussion we can do
that next week and then go through
that's okay.
Very good. Um move on to um reports
8 a council project report. I do want to
report that on Monday, February 23rd at
7 PM, we held an executive session for
personnel matters specifically to
interview our girl manager.
Welcome, Jacob.
Um, the only item I wanted to point out
tonight is that uh with the help of the
executive committee, we will be moving
towards a policy on committee updates,
specifically non-emergency agenda items
that require discussion from council.
will have to be vetted first with the
most appropriate committee in order to
keep things moving along efficiently.
Um, it'll be an adjustment for us, but I
think with our new super committee
structure, um, it makes sense to move
forward that way. Um, as a reminder,
next week is our super committee
workshop meeting. We're planning to
discuss the SCMP grant and specifically
the next phase, which I think will lean
heavily again into public safety,
infrastructure, and kind of safety in
general. specifically some of the fire
items, fire alarms in particular. Um we
will also be giving a brief update on
our committees. Um if you haven't had a
chance to discuss with your committee
members, please do so before next week
because minimally we'd like to review
the priorities identified at last
month's super committee workshop meeting
and assign some due dates and deadlines
to them. I know a few other items have
come up since then as well. So we'll be
adding those to our committee list. But
any questions on that?
Without further ado, we move to AB, the
mayor's report. Mayor Lenro.
>> Yes. At this time, I'd like to take a
moment of silence for
uh the Pennsylvania State Trooper that
was killed in the line of duty and also
the seven members of the armed forces.
So, moment of silence for them.
>> Thank you. Uh we discussed the two-hour
parking in the business district. I'd
like to have council, you know, with
their pleasure to proceed with uh
putting the time limit. I talked to
Annette. Right now, our ordinance says 9
to5, I believe. And um we can get the
street department get stickers made up
and just put underneath there 9 to5 you
know would help the business people so
new people to come in after hours don't
see oh am I going to get a ticket after
6:00 if I'm here so I think timing
should be on there throughout the time
>> so it's currently two hours parking
we're just going to enforce it in the 9
to5 period because that's what our
>> say right and we just put a sticker on
our 9 to5
>> any other thing I have is um emergency
management coordinator. Um I've been in
for the longest time and I had stepped
on and Mark Springer uh took over and
his job uh was too much and uh we had uh
put out for someone anybody that wanted
to be involved in emergency management.
And when I used to go to the meetings it
would either be the police chief, fire
chief or the burrow manager. And um I
would like council to consider our chief
to be the bur Yeah. B manager. The um um
emergency management coordinator at this
time.
>> Which is
I'm sorry. Chief
>> basically we're all involved in the
emergency management. Then the only
reason why I had to step down because
they changed the meeting dates from I
think it's 9 to 10:30 and 3 to 4:30
during the day and uh it was very
difficult
um for me to go to these meetings
and you know he's in the office he can
get get on Zoom for an hour and a half
they're only quarterly meetings in the
event that something happens um myself
and other council people are always
there, you know, to coordinate.
Um, we just need somebody with the title
of emergency management
coordinator.
>> Chief Del, are you willing to serve in
this capacity?
>> Yes.
>> Thank you.
>> Yeah.
>> Okay, that's all I have at this time.
>> Thank you, Mayor Rubro. We'll move on to
section 8C, burough manager report. Mr.
Dailyy.
>> Oh, you know what? Excuse me before I I
have one more thing. I'm sorry. Um I'll
be going uh this Thursday to Butler's um
it's like their along, you know, may you
know, mayor's associates meetings. I've
been going for the last three years.
They've been invited in, you know, me to
go there. Um and it's a usually they
have breakfast or lunch or dinner. This
time it's going to be dinner, but I I
pay for that myself. Um, so it's very
interesting to see what other
communities, you know, outside Alageney
County, you know, as along with the
mayor and they have the same problems as
we do, but I just wanted to bring that
up. I'll be attending that from 6:00 to
9 on Thursday. That's all. Thank you.

>> Sure. So, um, I know that there has been
some discussion
both internally and as well as
throughout the community about the sewer
rate. Uh I think folks had started to
receive their sewer mills and started to
you know ask some questions about that.
Um what that rate represents is the 7%
increase that uh AlkaSand uh in you know
put on the burrow for the you know for
their charges. So that rate was just
passed on uh in the form of of that that
bill increase on your sewer bill of 7%.
So, um this is the second year in a row
that that amount has been 7% uh that the
burrow has has had to pass along. Uh and
um so just wanted to confirm what you
know what that is and what that reflects
on your uh on your bill there. Um we
did, you know, we've received that
letter. Um you know, happy to share that
with anybody that might want to see that
letter and what that 7% but the number
is very clear uh in there as to what
that uh what that amount was that we had
to pass along. Um the next the next uh
uh item on here has to do with the
refuge rate. Um it at a previous meeting
I don't remember if it was I think it
was at the last meeting uh I provided a
financial update uh for everyone and uh
during that presentation I you know
discussed the uh refuge collection rate
uh showing in the in the negative of
around in the around $40,000 $50,000.
Um and what that means is that you know
that the you know our the way that our
uh refuge rate is structured um the
contract runs uh from uh July
yeah it runs from Jul
no we paid yeah June
yeah June 1st to April 31st and so we
break that up in seven you know a seven
month and a fivemon rate uh to adjust
for when the rate changes for the
bureau. So, you know, for instance, when
the cont when the when the 2025 contract
ends this year, uh it will end on May
31st. And so, you know, the the the back
part of that rate for the first five
months in January, uh is still paying
under the 2025 contract. And then when
the 26 contract starts, that's whenever
the rate increase would typically take
effect. The proposed rate increase um
that we have to pass along for that is
around $2.25. 25 cents um per month uh
to accomplish that rate increase that we
will see uh in in June. As a result of
what I saw though and what I presented
to everyone at at the last month's
meeting was that, you know, it's my
recommendation to council that we
initiate that increase sooner because
right now um the general fund is
subsidizing the the refuge contract um
because you know either the rate you
know you wasn't implemented at the right
time or the rate in the customer count
is too low compared to what our our our
actuals are that were being built. So um
you know the performance of that trash
contract is important for us you know
because if we don't collect enough then
everybody pays for the amount that we're
not collecting. You know you pay more
you know in your tax bill um if we have
to raise taxes for that and that's not
how that should work right. Um we should
be paying for what we are using for the
for the trash program. So my
recommendation to council tonight uh in
the under the action items is is to
implement that increase sooner uh rather
than June 1st so that we can start uh
being more financially responsible in
that particular line item and recoup
that money sooner uh and we don't run
that line into a deficit. So, I just
wanted to explain what that what that
represents. Uh is is a $2.25 increase.
Um that um and that's based off of what
I had presented at the last at the last
meeting.
The last item on here uh is uh just
making everyone aware that you know we
are uh shopping our health care um for
all of the employees for the for the
burrow. uh we we've initiated a renewal
as well as a new quote uh for that
service. Um you know we have uh 10
employees that are covered under this
under this agreement and uh under the
proposal rather that we're currently
operating under and um there's there's
other um uh vendors out there that we're
exploring right now. So we've we've
completed the survey and we're starting
we we expect that within the next week
or so that I should have some more
information. This may require us to add
an action item uh to next week's meeting
if I can get this uh quote in soon
enough because benefits start here on
May 1st. So we may need to take some
action at next meeting if the numbers
come in you know acceptable for council.
So hopefully some of that was good news.
Maybe hopefully our benefits maybe go
down. But you know the other items there
unfortunately had to deal with some rate
increases that that everybody has had to
endure or or may may endure here
shortly.

to item B, the public works report. Mr.
Dailyy, would you mind walking us
through that as well? Well, we weren't
out of winter quite yet going into
February. So AJ's report was that, you
know, the department still was were
dealing with some snow removal
throughout Spruce Union, Lower Parker.
Um there was there were various call
outs throughout the month that we had to
continue to endure there. Uh the 350
spreader was repaired. Uh we had weekly
refuge collection of around 275 bags of
trash collected throughout the month. Um
the uh snow the 550 snow plow uh
sustained some damage. Um there was an
ice jam planning webinar that was
attended. Uh we had a sewer call out on
Poplar uh that was found actually to be
a water break for Oakmont water that um
that we notified them about and they
were able to clear. Um there was uh
storm in inlets were cleared throughout
the month to make room for more snow or
rain that we eventually did receive. Uh
we repaired the cutting edge on the
tractor bucket, repaired the sign at
Bobwood and Alageney River Boulevard
that was struck by a vehicle. Uh the
backho tire was repaired and uh the crew
performed a pothole blitz throughout the
uh throughout the burrow and um street
sweeper repairs remain outstanding while
the hopper is awaiting uh paint. That's
everything for the month.

Move on to item 8C, code enforcement
report. We are pleased to be joined
tonight by our code enforcer, Mr. De
Shaw.
>> Thank you, Madam President. I just like

>> I have to come up here. I got a big

unless you talk.
>> I have a big voice.
Thank you uh for inviting me. Mr. Davis,
uh,
the transition has been easy. Uh, the
staff here and I work very well
together. Uh, I have really nothing to
add to my report. You have a beautiful
time here. It, uh, you guys been on top
of things and I'd like to continue that.
Uh, if you have any concerns, uh, feel
free to contact me. Um, and I'll be glad
to work with anybody.
>> How do we reach you? Um, so the managers
generally
uh Teresa really uh looks at all in my
system. I do occupancy inspections and
any code for issues that you guys might
have.
>> Can you remind the public how long uh
it's been since you joined us in Verona.
>> That's a good question. Um four months
maybe four months. Uh yeah, it was it
was relatively quick and then um uh just
getting the system set up. uh
R2 systems mesh. Uh it it was pretty
seamless. Uh Teresa does a great job. We
very well together.
>> Great. And where else do you work? Just
curious.
>> Uh I work in a numerous other
municipalities, but uh I I am mostly uh
within three miles of here. Uh so I'm
I'm within your uh area all the time.
I'm always either working here or
driving through it and and taking a
look. So, uh, my this is my main
customer base is the is the river and,
uh, and, uh, it seems to be working out
pretty well. I I I've kind of started
one and then managers talk and, uh, I I
gathered some steam and now I have
couple municipalities right along the
river. And then one more question for me
anyway. Um, compared to some of the
other municipalities that you've worked
in or are working in, um, what is maybe
a strength of Verona as well? Maybe
something that's a challenge that we
could work on from your perspective.
>> Uh, I I'll I'll be honest with you. You
guys do a lot of things really well from
occupancy inspections. Uh, that's the
main uh, way to fight. Uh if you if you
make it a financial and so you can't
sell the property until it gets here. Uh
that's a great way. Uh the ability to
issue municipal citations uh instead of
taking them directly to court uh is is a
is a quick step in moving things
forward. Also,
and obviously adopting the IBMC you
adopt international property management
code. It's it's they call it
international. It's more a national
standard that uh it covers all the
basics. Uh I don't think it's in tune to
the nitty-gritty. It doesn't interfere
with people uh personal life, but it it
handles uh the common problems when you
live in a neighbor.
>> We have adoption of 2021 version on the
agenda later.
>> Yeah, absolutely. I I I would I would
encourage all board members to to vote
for that because it just keeps the
standard moving forward and keeps you up
in in in with the national standards.
>> And you provide your suggested
provisions on that too, incorporated in
it.
>> I I did. Thank you very much.

>> Well, thank you for coming. It's been a

Next up, item AF, we have the brief
sheet report to test.
You'll see my report for February. Um,
slower month obviously, snow, uh, cold.
Um
calls were still increased from a year
year ago and uh
our new officers are are progressing
very well. We have here um Don
Anthony who just started he's going to
field training still. Um it's
progressing great. Um this Thursday
we're having a free training. So you'll
see a lot of these cars here. Um we'll
be about 30 30 officers. Um we're doing
in-house training so that it's free for
us. Um so we'll be doing that from 8 am
to 4:30. Uh also the camera updates have
been going great. If you want to stop by
after the meeting, I'll show you crystal
clear. They replace the one in here. I
mean you can you can see everything. Um
we're about 23 way complete. We are in
the process. We actually they over
bidded some things and they're going to
replace some of the cameras in the
hilltop. all this is going to cost lower
which is great to pay for the camera so
that's going to be a huge incentive. Um
I previously sent you an update on the
stamp grant. Um the lower end items that
I wanted to get it done not going to be
able to get done because we're using
some of that stamp funding to supplement
some other issues that have come up like
replacing a laptop that that got you
know damaged stuff like that. Um, so I
hopefully we can put it on a second
phase to continue the momentum of
upgrading our infrastructure uh in the
burrow. Another thing is I signed an
agreement with the Alagany County DA's
office uh that use Viper. Viper is
license plate readers. We're going to
place them along Alagy River Boulevard
on a number of areas. So if you're
coming in from Sandy Creek, we're going
to get you. If you're coming in from
Oakmont, right there going up center or
going down Wildwood. And um it's
two-year rate. It's a really good rate
and I can't pass that off. So hopefully
in the next two weeks we'll have that
set up. Working with our vendor Davis
and Viper to get that installed.
Um
I provided a list of alleys in the
burrow that have calls on them so we can
get signs up. Um I figured break them
down in thirds. Then third this year,
third year, third the following year.
Like I said, these are staff driven so
that, you know, we get signs up where we
need to go. And 911 has implemented the
update. So, if you would look on the
county's website, you're going to have
um Mary Way, you're going to have
Campbell's Way, you're going to have
Greenhouse uh way. They're all there
now. Um
>> Oh, yes. uh it was on the agenda for
city status regulation updates um
getting applications
and I would like to do an eligibility
list to have a list of ready officers
should you know their vacancy become
available so we it's just seamless
transition hopefully not something like
that never happens but we got a plan so
the sooner we get these regulations
passed the sooner I can advertise the
sooner I can get testing and have that
list for you guys um should it be needed
and then lastly
We need to paint lines and curbs. Um, we
can't enforce parking regulations unless
the curbs are yellow unless there's
lines. So, we need to go on that. So,
that's all I have. Anything?

whole town.
>> Oh, okay. Yeah, I was going to say the
boulevard is on the way. Uh, whenever
they're able to put the thermoplastic
down, they need 50 degrees and rising,
but the state will be putting those
back. No, it's it's the whole town needs
it done. I mean,
>> I can't remember the last time somebody
should be. So, it's it's time if we
can't, you know, someone's too close to
driveway or cur or intersection, there's
no yellow. So, thank you, Chief. Um, can
you please kindly forward to all of
council your request for the next phase
of the ST grant?
>> Yes, I'm it depends on how much. Yes, I
can do that within the next coming
weeks. uh final billing should be sent
to me so I can figure out what's what's
remaining on my life done. Um you know
one of the things was Matt actually
wanted to ask you concerning Riverbang.
Um I want to put cameras there but we
don't know what's going to happen. I'm
not going to put cameras there and then
two years down the ride we're going to
have to move around and change some
things and you know internet's one thing
that we have to worry about. There's no
internet. So, I'm not looking at
spending, you know, 57 $8,000 putting
cameras down there if we're just going
to reconfigure it.
>> So, exterior wise right now, pretty much
everything stays the same. Maybe minor
facelift, do roof, uh, and then interior
would be renovated, possible restrooms
inside. Um, so if they're mounted to
like the corner of the building, that
that should be okay.
>> Well, one of the things is internet.
There's no internet. So, what do we do
with the building, you know, we talk? I
just, you know, before we go down that
route to put internet down there, I need
to know what we're going to do so we're
not spending a leg on something that's
gonna have to change a year or two down
the line years. So,

Evening council.
>> You
summarize that report. The fire company
answered a total of 19 calls in the
month of February.
We at three residential structure fires,
one possible structure fire, two
extinguished fires, one smoke condition,
three commercial fire alarms, one
residential fire alarm, one carbon
monoxide,
two calls for wires aring, two vehicle
accidents, one water ice rescue, one
water condition, and one assist. Of
those 19 calls, seven of those were in
Verona and mutual aid for one call into
Oak call into Springdale Township and 10
calls into Pen Hills. Um, couple other
items to add. I just want to announce
that on Sunday, this past Sunday at 2
p.m., we welcomed uh eight students from
the fifth and sixth grade of Vern
Elementary School that um took part in
our uh annual essay contest for fire
prevention. Um, so it was a really nice
uh ceremony that we had for today. Each
received uh a certificate um from the
fire company as well as from the burrow
and from the Pennsylvania House of
Representatives uh Jan's office. So, it
was um a really really nice um dinner
for them and two two of those
individuals actually advanced to the
Western Pennsylvania Fire Association
awards that will take place on March.
So, congratulations to all.
Um last thing to announce um kind of a
big procurement for the fire company.
Um, thanks to the assistance of state
representative Joe Bandrew, we were able
to secure a grant for a special
equipment project.
Project of enhanced emergency response
equipment started in August of 2024. And
on Monday, December 22nd, 2025, we took
delivery of an unload package, which
consists of a 16 foot aluminum rapid
response rescue boat with a 50
horsepower motor, a dive rescue
platform, and downward and side scan
sonar to name a few of the features, as
well as a 14oot inflatable rescue boat
with a 25 horsepower motor.
>> These boats came with a double transport
trailer for quick and convenient
transport of both boats together. The
purpose of the 16oot aluminum boat is
for rapid response rescue primarily on
the river and for search and recovery
operations. And this boat will replace
our uh 14 ft aluminum boat that was
purchased in the 1970s.

river to assist in rescue operation and
it primary purpose is for rescue. I
definitely one of those situations would
arise. uh as with our community that
sits along the river, we are training
water rescue on water related incidents
as well as occasional flooding. So it is
of of the utmost importance that we are
properly equipped to appropriate
apparatus and equipment to serve this
wonderful community. And one item to
note that this project was financed in
part by a grant from the Commonwealth
Pennsylvania Commonwealth Finance
Authority and the redevelopment
authority of

happening with the old boat. Are you
going to store the new boat down by the
river with upward haven?
>> So we still have the bon which is our
primary um boat. This is boat one. Um
the old aluminum boat um that that's
currently down in our garage now is
going to be sold. So we're working
through those details now. So eventually
this trailer will be moved down to that.

we've been talking about revamping the

just should have a nice place to be. We
need a new fire uh emergency alert
system as well. Um, the social hall I
think is the best because once we we we
just fix it up, we can rent it and you
can make money and
that's what we should do. We deserve it.

life support. Seven calls were basic
life support. Three were fire stand by.
Three were refusals. One was a lift
assist. Four were cancelled. One was a
mutual aid. One was uh
uh the person was treated and did need
to be transported
and three were other no transport for a
total of 37.

mentioned the tax assessment appeal that
I received from Riverview after sharing

We don't really participate in those. uh
school district does all the work but we
still get all the documentation so that
we final couple next month

>> Uh, a couple updates to my written
report, item five, uh, the sidewalk. Um,
surveys are still underway. Uh, we're
moving forward with completing that. Uh
good news on the corner of uh center and
second uh the one call is placed and
weather permitting the contractor will
be there on Friday to do that corner.
The CD50 sanitary shoreline I worked
with COG. Uh the advertisement was sent
to the paper today. Uh those bids are
going to open on April 9th. Uh, as far
as the the streets that were unfinished
last year, um, time's coming. The the
asphalt plants will be opening early
April. So, I'll reach out to the
contractor, make sure we're first on his
list to get that project completed.
Uh, the Arch Street multimodal um, that
was sent to the paper. It is advertised
with the bid opening on April 10th. Uh,
we still have to determine the final
location of the bike lane. uh that work
was put as an ad alter ad alternate. So
if it gives us some time uh we can work
with the contractor to possibly delay
that even further. Um that's done for
cost savings measure so we don't have to
advertise a second time.
Um we we did receive the the PA small
water sour the silven way lining. We did
get those grant contracts this past
month. Uh so I'll move forward with the
design of that project.
Uh, and then we did finalize the CCTV of
the Diamond Way. Uh, there's some minor
issues, um, cracks and and whatnot in
the terracotta pipe, but the good news
is no immediate repairs are required.
Uh, nothing that we have to get out
there and dig tomorrow. So, that that's
good news. Um, we do have the green
light go application going in. Uh, that
is for the signal at um, ARB in the
plaza. Um, I have not heard anything
else from the chief, so I'm assuming
what
>> Oh, no. We're still They're not as
frequent.
>> Okay. I'll follow up with David and see
if there's anything else he can tweak
with that. Um, and then the DCNR and the
DCD uh grant projects. Um, those
applications are open. DCNR's due April
30th and DCD is due May 31st. So, I'll
reach out to council for ideas on
possible applications for those.

DCNR does like to look at ways in ADA
upgrades. Um it doesn't have to be the
sole focus of the project, but they do

and then the GTRP is kind of wide open.
Um, I know we've had some preliminary
conversations of resurfacing walls and
things. Um, I would not recommend just
solely going after that, but we could
package it together with some other
things. Um, so I'll get a couple options
together and email council.

Uh so it's still in the the process so
it it won't be completed by the time
these applications are due but we can
kind of work them hand in hand like

but they drive down there
still. Okay.

We're do the final batch of uh the final
patch we'll have to wait for the the hot
asphalt, but they can at least you know

8K committee reports. The first is

I think that's what Mr. Bour was
referring to. Uh we don't have a set
plan but we are moving ahead. I learned
a little bit more about what it takes to
change some things with that um
billboard, but also when we talked to
our uh presumably new bureau manager, he
felt like he could probably handle
updating that and he uh presumably will
be starting soon. So, he could do that.
Um, it's an app that you have to learn
how to how to work and uh also maybe
work in conjunction with the head of our
communication committee, Mr. Jalis. Uh,
whatever whatever it takes, but we are
on the verge of getting happy holidays
signed from Christmas. So, hang in there
another week or two and uh hopefully
that'll get worked on. Um, that's not
really what I what's under my committee,
but I just happen to have that
information.
Um, I just wanted to report that uh our
2025 audit is starting and I don't know
if there's anything more to say about
that. Uh, Jason, is there anything more
to say? And so, we're working on that.
There was a liquid fuels audit that was
done and the report was submitted and I
think that we passed with flying colors
for that.
And the only other thing I wanted to
mention is we have our two prospective
junior council people here tonight in
person, John Moses and Ally Costa.
uh
have a plan moving forward. We've found
someone who used to be on council would
be willing to be a mentor that lives
right around you guys. And um
uh
he and I and whoever were working to
come up with a plan to guide you guys
through this process. So, um I don't
know if he's on the meeting tonight or
not. I can't tell.

so a couple of months ago, I applied on
behalf of Verona and Burrow. I applied
for a $9500 micro grant for um community
improvement for healthy aging.
Um so basically what that is is it will
support local projects that will
um help residents age well where they
live by improving safety, accessibility,
social connection and health. Um, so I
got the email today that uh we did get
awarded the $9500. Um,
what that looks like. Um, but once uh I
get the email and the information, I'll
go, you know, go over it with council
and uh come up with a plan and we will
report back. So

>> Thank you. Um, I anticipate you would
work closely with Kelly's committee to
>> and I think I saw that the amount had to
be spended over a couple like fall.

million times. Um Jason, whenever the

can scan your own pets if you find one.
Um or if you want to just scan your pet
just to see if it works, you know, your
pet's um chip still works. I will show
you guys how to use it. There's
instructions on it. It'll be hanging on
health there. There's a donation box.
You can put anything you want from um
that's anything for animal related in
there or you could put human stuff in
there as well. That's what we've been
doing. So, if anybody wants to take
they'd like just don't be greedy. You
know, it's for people that truly need
it. And if you know it's there, it is
for you to take as well. Like I'll put
callers in there. I get donations all
the time that we don't necessarily use.
So, put it in there. You guys will
whatever you need.

>> Thank you. Um, so first item, the Brona
Park Citizens and Recreational Group
Advisory Committee. So I guess it's a a
different take on the citizens advisory
board. I guess this is more of a a
workshop item for next week that we can
discuss a little bit further as far as
how we're going to how it's going to be
comprised.
uh you know my my opinion would be uh
you know want to have various
stakeholders
uh on this committee. you know people uh
for example you know maybe one or two
board members in chamber uh garden club
uh growing rowing club you know
some different organizations
you know
people that are deeply invested in in
Verona you know um aside from just the
average you know I don't want to say
average no one's an have a you know what
I'm saying? with people that are deeply
invested and have different uh
different uh takes and uh
I should say interests in Verona. um
and how
to think that you know how many we
should have on this board and you know
what the terms are going to be and and
strictly it'll be just an advisory role
you know uh
but it will help us I think steer steer
us more into how we do our decision
making in future um and it's great to
have more eyes on certain topics
when it comes to, you know, budgetary
decisions or uh,
you know, human resources policies or,
um, just even developing our
comprehensive plan, for example. You
know,
it's great to have more people involved
and that's the whole goal of this thing
is to try to get everyone in in the town
more actively involved
>> in
you know the decision making not just us
here.
Um so
that's all on that. Um I don't know if
you do you want me to talk about cog or
you want me to leave that for
>> Okay. Um so I I attended the last um
AV North COG meeting and normally Nancy
would go Nancy was out of town and I
went went to my first one. Very
interesting.
Um so
um
they had two a couple resolutions that
they voted on. Number one, they're going
to um move into
electronic uh bidding. So before they
did it, I guess manually. They had, you
know, their had had their contractors
would, you know, send their
uh bids in with, you know, by paper and
it was just a long drawn out process.
Now they're able to have they're going
to have it all done by computer. They'll
be able to see the figures in real time.
And uh so it says it's going to be more
transparent, you know, reduced. phone
inquiries. They said significant
reduction in printing, bid book bid book
cost and staff time. Um so basically
it's it'll save money and and you know
operating costs you know on their on
their part uh with the electronic
fitting. Um,
another item that they had
they are they want to join and they are
they did they they passed a resolution I
should say they they joined at the cost
of $300 a year uh PAL the larger uh
council of government Pennsylvania
council of governments and the reason
why they did that is there there's more
opportunities for funding
uh it's just another organization it's a
basically just like
If you if you really were to kind of
relate it to like kind of college
football,
a smaller conference joining a larger
group of conferences, you know, so kind
of the same concept like they will
have more opportunities to get funding
from the state for different projects.
And uh so it's only $300 a year and they
thought it was a a better,
you know, they thought it was a
no-brainer and
so they they decided to go ahead and and
uh vote and and pass that. Um, the other
last business item that they voted on
was that they there's a a new health
department requirement for uh for
demolitions on on uh lighted um
buildings
and uh I guess that so it's there's
there's
each municipality it says they has to
require a password to get from the
health department. They have to get on a
website. You have to get a password and
uh and the cog actually has to sign off
on
uh the demolition when the cog's
involved in the demolition of the the
blighted house.
They have to register with the health
department and then uh there there's a
different process involving the county
health department in order to
tear down u you know lighted homes. Um,
and I think it it was on I'm gonna say
it was on the um in the media several
weeks ago,
>> something related to that. Talk about
that.
So it's a it's a new it's a new it's a
new policy that they have uh and so
they're they're implementing that
but um so that those changes are going
to be u distributed out to all the
member municipalities
in the
>> that's about it um it's all I have now

Item 11 C. IPMC code update. The bureau
currently enforces the international
property maintenance code IPMC. The Code
Enforcement Office recommends updating
the Bureau's adoption to the 2021 IPMC
version to ensure consistency with
current standards for the following
sections. Violation and penalties 109.4
establishing a fine schedule of up to
1,000 and a municipal citation option
with tiered fines of $50, $150, and $500
to allow for compliance within 10
business days. Definition section 202
adding formal definitions for woodlands
and wetlands.
section 302.4 setting a maximum height
of 10 inches and providing exceptions
for agricultural lands, woodlands and
wetlands. Um I verified though it always
was 10 in that added clarity around
um
section 302.8 would be clarifying that
inoperative uninspected or unlicensed
vehicles are prohibited unless stored
within an approved structure. Section
602.3 and 602.4 heat supply requiring
heat to be supplied from October 1st to
April 30th maintaining 68 degrees
Fahrenheit for dwellings and 65 degrees
Fahrenheit for workspaces. This time I

The interim bureau manager, Jason
Bailey, presented council with a 2025
year-end finance review that identified
a shortfall for the refugees spun. Rate
payers currently pay $304 per month for
the first five months and were planned
to pay around 7.5% more or 32 $329
per month beginning on June. It is
recommended that this increase take
place with the April bill to work
towards a positive balance for a refuge
account.
At this time, I'll entertain a motion to
approve the refuge's rate increase to
$329
effective April 1st.

burrow's participation in the CDBG
program.

employee agreement as presented in our

11K um training plan. Mr. Daily, you

were you considering onboarding uh the
new manager and you know I was asked to
put together a um an estimate of you
know training for um the manager uh as
they would you know over the next
several months um the expectation is is
that there would be a frontloading of
hours um to you know bring the manager
on board and that those hours would
begin be weighing those on as we uh
would go throughout the uh throughout
the year. the current agreement um the
bureau pays an hourly rate for you know
services uh currently um you know the
proposal would be for um that to
continue um you know of course at a
reduced amount of hours uh and not to
see uh through the end of year of 20,000
um with the expectation that there would
you know that may not ne be necessary to
use uh through that time uh frame uh I
was also um talking with um Dr.
Carpenter um today just when we were
reviewing what this uh training plan
might look like there may be an
opportunity for some assistance through
DCED to help offset these costs. Um so a
letter of intent has been drafted and
prepared uh for uh our DCB
representative to help offset those
costs and um we'll just wait to hear
back that that's a lot but that could
potentially cut that cost in half uh for
the market.

Uh you had mentioned at one point about
another new rural manager up north
somewhere that maybe you would train
simultaneously and then
the cost with that other municipality.
Do you think that's a possibility?
